Behind the scenes, U.S. officials are urging Taipei to modernize its reserve institution and lay the groundwork for mobilizing the population in the event of an invasion, officials said.
Taiwan late last year established an All-Out Defense Mobilization Agency, which is responsible for the mustering of reservists during wartime as well as disaster relief. The agency is drafting an “all-out defense handbook” that will increase the public’s knowledge of military response efforts for wartime and peacetime emergencies, officials said at the time.
But Taiwan’s military is not well integrated with its civilian population, a disconnect that has roots in Taiwan’s long history of martial law. Many citizens still have physical and mental scars from Taiwan’s period of “White Terror,” when those believed to be anti-government were rounded up and imprisoned — thousands were executed.
Over the past few decades, Taiwan has gradually reduced its military service requirement from two years to just four months, said Bonnie Glaser, an East Asia analyst at the German Marshall Fund of the United States. She noted that “it is not considered to be really serious” and that some Taiwanese refer to it as “summer camp.” The problem is compounded by the fact that the active-duty military is not keen to work with the reserve force, which is seen as insufficiently trained, she added.
Taiwan’s defense ministry is assessing whether the four-month requirement is adequate, particularly as there appears to be a high degree of public support for extending the mandatory training, Hsiao said. But the change won’t happen overnight.
Taiwan’s reserve force, meanwhile, is large but limited in capability, Glaser said.
“These people get called up for something like two days a year, so it’s not a serious reserve force,” she said.
Taiwan officials have had extensive communications with their American counterparts on ways to revamp the reserves system, Hsiao said. Officials recently began more intensive reserve training, she said, the timing of which coincided with the beginning of the Ukraine conflict.
The Pentagon is also urging Taiwan to increase cooperation between the military and civilian institutions, particularly with regard to protecting critical infrastructure, officials said. The department has also encouraged the Taiwanese military to consider introducing a civilian territorial defense force, but has not gotten much traction, Glaser said.
“Part of the problem in Taiwan is there really isn’t much enthusiasm among the civilians to work with the military or the military to work with civilians,” she said.
“That said, I think the Pentagon would really like Taiwan to draw some lessons from Ukraine, as everyone has seen that putting up resistance can be one of the most decisive factors in wartime.””

This claims to have the potential to train up to 10,000 soldiers every four months, which could "fundamentally change the equation of the war".
The proposal would see Ukrainian troops trained in other countries for a period of three weeks each - learning "battle-winning skills" as well as medical training, cyber-security, and counter-explosive tactics.
The statement says the ambition would be to rebuild and increase the Ukrainian Army's resistance against the Russian invasion.
Ukrainians would be trained every 120 days on combat skills, first aid, cyber-security and EOD.
Previously the UK trained 22,000 soliders as part of Operation Orbital.
Ukrainian Defence analyst Maria Drutska tweeted the following on the news:
"1) this war isnt going to be won next week, we need training on new equipment.
2) Ukraine has literally 100s of 1000s of volunteers, but no training. With this, our volunteers will become trained soldiers.

Luhansk Regional Governor Serhiy Haidai said evacuating the 568 civilians, including 38 children, trapped in the plant in the city of Sievierodonetsk is not possible due to shelling and heavy fighting.

2. UN records 4,509 civilians killed in Ukraine since Russian invasion started
The UN High Commissioner for Human Rights (OHCHR) has recorded 10,094 civilian casualties in Ukraine since the Russian invasion started, including 4,509 killed and 5,585 injured.
The relevant statement was made by the UN High Commissioner for Human Rights in a daily update on June 17, 2022.
Most of the civilian casualties recorded were caused by the use of explosive weapons with a wide impact area, including shelling from heavy artillery and multiple launch rocket systems, and missile and air strikes.
OHCHR believes that the actual figures are considerably higher, as the receipt of information from some locations where intense hostilities have been going on has been delayed and many reports are still pending corroboration.
The General Staff of the Armed Forces of Ukraine reported on June 17 2022 that the Ukrainian military pushed Russian forces out of the village of #Dmytrivka.
The report also stated Russia’s troops continue to prevent Ukrainian forces from advancing to the border with Russia.

UK Government offers to train 10,000 Ukrainians
The UK Government has offered to train 10,000 Ukrainians every 120 days on combat skills, first aid, cyber-security and EOD.
The UK-led programme would train and drill the Armed Forces of Ukraine using battle-proven British Army expertise. The aim is to allow the Ukranian Army to accelerate their deployment, rebuild their forces, and scale-up their resistance as they continue to defend their nation’s sovereignty against Russian invaders. International partners would be invited to host the programme, if the offer is accepted by Ukraine.
Previously the UK trained 22,000 soliders as part of Operation Orbital.

Make no compromise with Putin
UK PM Boris Johnson has said that he understands why the people of Ukraine "can make no compromise with #Putin", during a surprise visit to Kyiv.
Speaking at a news conference with Ukraine's President Volodymyr #Zelenskyy, Mr Johnson also said that "we can only salute the heroism of the Ukrainian forces."
He also stated that Russia had committed war crimes in its targeting of Ukrainian civilians.
Johnson said of him and #Zelenskyy "We are going to work together to liberate the grain, as you rightly say, that has been held hostage right now by Putin, depriving people around the world of the food that they need."
He went on to say"And of course we will continue... to provide the military equipment - and now of course the training that may be necessary to go with that new equipment - so that you, the Ukrainian armed forces, will be able to do what I believe Ukrainians yearn to do. And that is to expel the aggressor from Ukraine."
#Zelenskyy thanked the UK leader for his second visit to #Kyiv since the start of the invasion and said that they discussed the military requirements needed for a Ukrainian victory over Russia.
#Zelenskyy said they share a vision of how to reach victory for Ukraine. He stated he discussed the situation at the front lines, as well as the need to increase the supply of heavy weapons.
#Zelenskyy said they also discussed how to step up sanctions against Russia.

7. Update on Ukraine's EU membership bid
Sweden’s Foreign Minister Ann Linde said her country supports granting EU candidate status to Ukraine and Moldova. “Then there will be conditions before negotiations (on EU membership) can begin,” she said.
Dutch Prime Minister Mark Rutte called the European Commission’s recommendation a “reasonable compromise,” adding that both supporters and opponents of Ukraine’s candidacy can agree with this conclusion. This is significant from Holland, as their Government had been sceptical on Ukraine's EU membership bid due to concerns on corruption and human rights for Ukraine's LGBTQ community.
Danish Foreign Minister Jeppe Kofod said on June 16 2022 that Denmark would support candidate status for Ukraine if the European Commission recommended giving it. The Commission approved the recommendation on June 17 2022.
So far Denmark, Estonia, France, Finland, Germany, Holland, Italy, Ireland, Latvia, Lithuania, Poland, Romania, Slovakia and Sweden have come out in favor of Ukraine being granted EU candidate status.
7. Biden briefed on two missing Americans
U.S. President Joe Biden says he has been "briefed" on two Americans who have been reported missing in Ukraine - but adds that he does not know where they are.
The families of Alexander Drueke, 39, and Andy Huynh, 27, both from Alabama, say they have not heard from the two men since 8 June 2022. Both were said to have volunteered to fight in eastern Ukraine.
8. Sowing campaign completed in Ukraine
A total of 13.4 million hectares, or 95% of the projected area, have been sown with spring crops in Ukraine. The relevant statement was made by the Ukrainian Agrarian Policy and Food Ministry.
According to the ministry, the projected area of spring crop plantations for 2022 was 14,163.4 thousand hectares, which is 2,752.9 thousand hectares lower compared to last year.
9. Ukraine to introduce visa regime with Russia from July 1 2022
