比照聯合國以大會決議，第2758號決議，讓中華人民共和國取代中華民國（台灣）在聯合國安理會中具否決權的常任理事國（中國）席次的前例，有英國人發起請願連署要求英國駐聯合國大使向聯合國提議，以烏克蘭取代俄羅斯在聯合國安理會中具否決權的常任理事國（蘇聯）席次。
蘇聯解體時，共有15個加盟共和國，烏克蘭與俄羅斯都在其中，都有權利繼承蘇聯的安理會常任理事國席次。記得烏克蘭外長曾經在聯合國提出俄羅斯並未經大會決議就繼承蘇聯的安理會常任理事國席次的異議，但未受重視。
這次如果是由英美法等常任理事國領銜提出異議，要求大會議決，結果可能會很不一樣。
（聯合國第2758號決議：大會，回顧聯合國憲章的原則，考慮到，恢復中華人民共和國的合法權利對於維護聯合國憲章和聯合國組織根據憲章所必須從事的事業都是必不可少的，承認中華人民共和國政府的代表是中國在聯合國組織的唯一合法代表，中華人民共和國是安全理事會五個常任理事國之一，
決定：恢復中華人民共和國的一切權利，承認她的政府的代表為中國在聯合國組織的唯一合法代表並立即把蔣中正的代表從它在聯合國組織及其所屬一切機構中所非法佔據的席位上驅逐出去。

我認為俄羅斯無理侵略另一聯合國會員，實在不配繼續擁有安理會常任理事國的席位，而且俄羅斯還犯有姦淫擄掠的戰爭罪與種族滅絕等惡行，其聯合國會員資格可能也會不保。至於由烏克蘭來繼承蘇聯的安理會常任理事國席位，通過的可能性不高，而且日本與德國會對此更有意見。
To remove Russia Federation from taking the USSR seat in Security Council is very doable, and since Russia violates UN rules to invade another UN member Ukraine, commit war crimes and genocide, its UN membership is also in danger. However, I don’t think Ukraine can get the permanent seat in Security Council, Japan and German don’t like it in particular.
Background: “The United Nations General Assembly Resolution 2758 was passed in response to the United Nations General Assembly Resolution 1668 that required any change in China's representation in the UN be determined by a two-thirds vote referring to Article 18 of the UN Charter. The resolution, passed on 25 October 1971, recognized the People's Republic of China (PRC) as "the only legitimate representative of China to the United Nations" and removed "the representatives of Chiang Kai-shek" from the United Nations.”
IMPORTANT: PETITION TO HAVE RUSSIA REMOVED AS A PERMANENT MEMBER OF THE UN SECURITY COUNCIL AND REPLACED BY UKRAINE.
In 1971 the Republic of China (Taiwan ) was removed from the Security Council and replaced with the Peoples Republic of China (mainland China). This was a procedural vote not an issue vote so it could not have be vetoed by the Republic of China.
David Harris has set up a formal petition for the UK Ambassador to the UN to propose a resolution to replace Russia on the UN Security Council by Ukraine.
David Harris says: “I'm sure that everyone in this group is opposed to cruelty, especially when that cruelty is done to the vulnerable such as the children and elderly people of Ukraine. Would you please consider a step that you can be involved in towards stopping this. Please help me to help these folk.
“ What I am asking seems like it is impossible, but actually it has a real chance of succeeding.
“ Right now whenever the United Nations tries to sanction Russia, they block it with their veto as a member of the 'UN Security Council'.
“The thing is that perhaps surprisingly Russia is not actually named as a member of the UN Security Council - the 'Soviet Union' (SU) is, and it's never been changed. Any of the 15 nations of the former SU can take the position of the SU. “
In this 21st century Russia has vetoed more UN resolutions than all of the other members of the Security Council combined, and most of the member nations have already condemned the invasion and voted Russia off the UN Council for Human Rights.
This is a formal petition to the U.K. Government to remove Russia from the UN Security Council, then replace Russia with the next logical successor nation to the Soviet Union, that is Ukraine.
